Harrogate North - An Active Adult Community

Harrogate North was built out between 2006 and 2009 by Wilkinson Builders, known for their high-quality construction. They structured the community as a Condominium Association to allow for clustering of homes and maintenance of extensive open space and conservation areas. A clubhouse was built to be the social center for homeowners including meeting rooms, a bar area and spa/gym facilities.
Harrogate North is an age-qualified community, often referred to as 55+. We have deed restrictions to ensure the beauty of the neighborhood is maintained and to promote goodwill among the residents.
Condominium Association
Harrogate North is legally a Condominium Association. The Association consists of 124 single family homes, referred to as Units, along with the Common Elements including the community clubhouse, roads, sidewalks, stormwater system, and open areas.
Each Unit, together with its undivided Common Ownership Interest in the Common Elements, constitutes a separate parcel of real estate for all purposes. Each Unit is separately taxed and assessed.
The purpose of the Condominium Association is to manage, repair and replace the Common Elements and protect the value and desirability of the Property and the Units. The Association is also responsible for interpretation and enforcement of the Deed Restrictions.
Unit owners are responsible for the repair and maintenance of the interior of their Units as well as the exterior including roofs, siding, driveway, and entrance walk/porch. The Association is responsible for the repair and maintenance of all the Common Elements.
The Association also provides services to the Unit Owners including grass cutting, mulching, pruning, leaf removal, snow plowing and trash pick-up.
Unit owners have a monthly assessment to cover the costs associated with the provided services, as well as the maintenance of the Common Elements. Part of the monthly assessment is diverted to a capital expense replacement Reserve Fund which estimates future needs for the replacement of the Common Elements in the future.
Deed Restrictions
The Declaration of Condominium is the primary legal document governing Harrogate. The Declaration outlines restrictions to ensure the ambience and aesthetic appeal of the community. The Harrogate Board of Directors is responsible for enforcement of the restrictions.
Here are some of the primary restrictions:
- No commercial activity is permitted. However, this does not preclude working from home.
- No above ground utilities
- Limitation on pets to no more than 2 dogs and 2 cats per house.
- No commercial trucks, boats, RVs or unlicensed vehicles
- No pools or fencing
- Restrictions on exterior materials and colors to maintain architectural consistency throughout the neighborhood
- Each resident is responsible to prevent the development of unclean, unsightly or unkempt condition for their Unit.
Any proposed improvement to the exterior of a house needs to go through the Architectural Review process. Examples of items requiring prior approval include but are not limited to storm doors, awnings and landscape changes. Maintenance to the existing structure, such as painting, gutter replacement, and roof repair, without change to the existing color and style are not subject to the review process.
